The 10 agencies which administer Shelter Plus Care units as sub-grantees under the Westchester County Department of Community Mental Health meet regularly to improve program performance.

This manual prepared by PD&D combines three HUD online manuals(Understanding S+C , S+C Resource Manual, and Enhancing Shelter Plus Care Guide) as well as other locally developed materials.

DCMH S+C voucher form. Submit as Excel file each month. In addition, submit a pdf file of a scan of a signed copy.

Sample OMB compliant employee timesheet to document work done for S+C activities. Must be signed by relevant employees each month.
